The NAV Online Invoicing System for SAP clients
From 2018. July 1., a significant legislation change will take effect in Hungary, which requires substantial IT support. From then on, the tax authorities must be provided with compulsory data on accounts between taxpayers, which contain at least HUF 100,000 in taxes.
Short summary:
From 2018. July 1. data about invoices – and the invoice-equivalent document – must be provided both quickly and electronically after issuing them. In case of issuing invoices through invoicing programs, data must be provided to NAV through an automated reporting process, without any human intervention within the system.
Legal background:
The 2003 XCII. Law 31 / B. § describe the regulation concerning data providing, which is modified by the LXVI. Act 161 and 200 Act. Beginning 2018. July 1. the 2017. LXXVII. Act comes into effect.
Process of providing data:
- According to the specification in the decree, an XML file must be created
- The created XML file must be sent to the NAV Online invoice system automatically via the POST message of the HTTPS protocol after token authentication.
- Successful processing is confirmed by the NAV online invoice system.
- If the NAV online invoice system is unavailable, the data must be sent again.
- In the event of data defect, the faulty invoices can be listed with their faults.
- These invoices have to be cancelled, and a new invoice has to be issued with the modified data content that the system must transfer to the NAV according to the basic function.
Solution for SAP users:
The legal change affects all domestic taxable person in Hungary, irrespective of size or company form. Organizations using SAP systems must perform the appropriate development (but only) if the system in question has been registered at NAV as a billing system.
To support online data delivery from SAP systems, SAP Hungary will create localization development with additional licensing costs. An information document about the solution has been issued. This standard version also means additional customization , as the source of the data may differ in various specific implementations due to the different configuration of the SD module.
